Criminal
Investigation Division |
The Criminal Investigation Division (C.I.D.) of the Spring Township Police Department saw several personnel changes made in 2007. Lt. Randall Eich retired as the head of the Division in August and Lt. Ritchey Troutman has taken over his duties. There were two officers that were promoted to the rank of Criminal Investigator in 2007—Jarrod Schappell and Robert Long. This raises the number of Officers assigned to the C.I.D. from three to four with C.I. Dennis Riegel now going into his sixth year with the Division.
The C.I.D. is primarily responsible for handling major criminal investigations such as homicide, robbery, burglary, sexual assault, fraud, and auto theft; we work closely with surrounding municipalities in Berks County, the Pennsylvania State Police, and Federal agencies in resolving criminal matters.
The C.I.D. works closely with our evidence technicians at crime scenes to ensure the proper collection of evidence so that it can be utilized as an investigative tool. We provide additional services such as fingerprinting for employment requirements. Those requiring fingerprinting services are asked to call the department to make an appointment.
We are committed to furthering our expertise by attending numerous educational and training programs. The C.I.D. is dedicated to providing the best possible service to the residents of Spring Township. |

Traffic
Enforcement Division |
The Spring Township Police Department is presently cooperating with five other Departments in Berks County in an effort to increase the safety on the roads involving commercial motor vehicles. The collaborative effort involves monthly safety inspection. These details include weighing and inspecting trucks and their operators for violations of the Federal Motor Carrier Safety Regulations. Every month a department will host the event and the assisting departments will send officers to the host jurisdiction for the inspection and weigh detail.
Officers that assist during these events have all received training and certification in accordance with to the Motor Carrier Safety Alliance Program (MCSAP). This is a two week training course specific to the Federal regulations specific to the trucking industry. Officers that have completed the program are able to inspect both the vehicle and driver for safety violations. Officers also receive training through the Pennsylvania Department of Transportation during a four day school for the measuring and weighing of commercial motor vehicles. Officers who successfully complete the training courses also receive the designation of Qualified Commonwealth Employees which enables them to stop commercial vehicles on a systematic basis, rather than on a violation or probable cause basis.
The cooperating Departments are currently considering expansion of their efforts of assistance. Preliminary discussions have been held regarding the establishment of a "call out" procedure when a serious motor vehicle accident occurs. This will offer the agency where the collision has occurred officers who have the experience, training, and equipment necessary to properly reconstruct the collision and determine the cause and origin of the collision.
At the present time, the Spring Township Police Department has two officers certified through the Federal Department of Transportation to conduct the MCSAP inspection: Sgt. Bill Van Etten and Ptlm. Brian Heere. Ptlm. Van Etten received his certification in 1997 and Ptlm. Heere was certified in 2002. The Department has four officers certified through the Pennsylvania Department of Transportation for weight and measurement enforcement and they are: Sgt. Bill Van Etten, Sgt. Todd Peterson, Ptlm. Brian Heere, and Ptlm. Ed Makosch. |

The Spring Township
Police Department takes an aggressive approach to DUI Enforcement.
The department conducts DUI Roving Patrols on a monthly basis through
a program funded by a state grant through the District Attorney's
Office. The roving patrol allows an Officer to work a four hour shift
on Friday or Saturday night between 11:00 PM and 3:00 AM to solely
seek out drunk drivers.
The department also participates in the Berks
County District Attorney's Office DUI Checkpoint Program. The DUI
Checkpoints
are conducted on either Friday or Saturday nights during peak DUI
times. The checkpoints are conducted on highways in the Township
where
significant number of DUI arrests are made and where a significant
number of DUI accidents occur. During the checkpoint operation,
all
vehicles passing through the checkpoint are stopped. The operator
of the vehicle is greeted by an Officer trained in DUI detection.
If the Officer believes the driver has been drinking, the
driver is brought into a testing area off the roadway to determine
if he or she is intoxicated. If the person fails the field sobriety
tests given, the person will either be arrested or not allowed to
drive. If the person is arrested, they are transported to the Berks
County DUI Processing Center where a blood sample is drawn. If the
person is not arrested or not allowed to drive, the person is allowed
to contact a non-intoxicated driver to respond to the checkpoint
location
to provide the person with a safe ride home. The program has been
successful in removing numerous drunk and impaired drivers from
the
Township's roadways. |

The Township of Spring Police Department currently has five evidence technicians that assist the Criminal Investigation Division in discovery, collection, and processing of physical evidence. All evidence technicians have received training through the Pennsylvania State Police and other agencies. These officers are Sgt. Todd Peterson, Ptlm. Louis Fronina, and Ptlm. Mathew Keiser, Ptlm. Charles Miller, and Ptlm. Mark Williams. Each evidence technician, with the exception of Sgt. Peterson, is assigned to a separate platoon and is responsible for all evidence work needed for that platoon.
All evidence technicians are trained in Crime Scene Photography. Ptlm. Fronina has received training in fingerprint identification. Sgt. Peterson has received training in Forensic Composite Artistry and is currently the department composite sketch artist.
The department strives to stay up to date with evidence processing equipment and training to provide the residents with quality police service. In 2005, the Township of Spring Special Services Unit was created and is used to assist the evidence technicians and C.I.D. at crimes scenes. The Special Services Truck was created in 2005 in order to assist several different departments within the department. The unit was acquired from the Township’s Sewer Department and converted to the Special Services Truck after several long hours of work by Sgt. Van Etten, Sgt. Peterson, Ptlm. Heere, and Ptlm. Schappell. |
The unit is equipped with all the latest evidence collection equipment, as well as photography and crimes scene items. The unit is also equipped with portable lighting, riot shields, patrol rifle, less-lethal weapons, barricades, and many more items needed for any type of situation that may arise. Accident reconstruction equipment is stored in the unit, and several items used for truck enforcement details are also on board. It contains a mobile computer terminal (MCT) that contains a GPS system, CODY reporting system, telephone capabilities, and internet access. A canopy extends from the side in order to provide shelter from the weather during outside incidents or activities. This special unit is just one of many ways the police department is striving to provide the latest advancements in technology and equipment in order to provide the best service possible to our community. |
