A Message from Officer in Charge
Lieutenant Joseph C. Shivers

          As we begin 2008 we look forward with anticipation to a bright future of service to “our” community.  The Spring Township Police Department will be celebrating 70 years of service to the citizens of Spring Township in 2008, having been established in 1938.  The department saw a number of personnel changes during 2007 with the retirements of Lieutenant Randal Eich, Lieutenant Charles Montgomery and Chief Michael Messner.  We wish our colleagues all the best in their new pursuits.  Although we were sad to see our friends move on we are proud to announce the newest members of the department. All of our newest officers come to us with over 28 years combined experience. Officer Mark McCreary comes to us from Mechanicsburg Borough.  Officer Charles Miller III comes to us by way of Hagerstown MD.  Officer Stephen Brock, a Wilson High School graduate, joins us from the Wilmington DE Police Department.  Our newest officer, Officer Barry Keller joins us after many years working with the Pennsylvania Liquor Control Board.
          In addition to our retirements and new hires we are also proud to announce the promotions of Officer Barry Marchut and Officer Edward Makosch to the rank of Sergeant and Sergeant Rich Troutman to the rank of Lieutenant.
          In March 2006 the department became the 36th Police Department to earn accreditation through the Pennsylvania Law Enforcement Accreditation Commission.  All members of the department were instrumental in attaining this highly sought after accreditation.  It is our objective to maintain and even eclipse this level of police professionalism in the future.
          I expect to see many exciting and positive changes to the police department during the coming year.  Check back often as we will be posting our progress here.  Best wishes to all during the coming year and stay safe.

A Brief History

The Township of Spring Police Department began serving the residents of Spring Township in 1938. The first full time police force was established in January, 1946. In 1950 the Township reorganized the police department under the guidance of Police Chief Ralph Gring.  In 1960, Donald Schlegel was appointed Chief of Police.  As of 1976, the department consisted of 12 full-time officers. William Speth took over as Chief of Police in 1988. In 2002 Michael Messner was appointed to the position of Chief of Police and held that office until his retirement in 2007.  Lieutenant Joseph Shivers was named Officer in Charge upon Chief Messner’s retirement and is currently leading the 28 full-time sworn officers and two administrative assistants.  The department provides services to the over 25,500 residents of Spring Township.  2008 celebrates the 70th anniversary of the police department.
